The Chicago agglomeration holds roughly 5.39 million urban residents across 2,090 km² of contiguous built-up area in 2025, yielding an effective urban density of approximately 2,580 people/km². Population growth has been one of the slowest in the global peer set: a net gain of approximately 10% across the entire 1975–2020 window (4.87 M → 5.36 M), with a 2000 peak (5.44 M), a 2010s dip, and a slight 2020 rebound. As noted at the top of this report, these figures use the Degrees of Urbanization methodology for maximum comparability with other global cities.
That density figure is the most consequential number in this report. Chicago sits at the bottom of the density ladder among its global peers: Hong Kong runs at roughly 21,850 people/km², Singapore at 11,680, Tokyo at 6,420, London at 6,310, New York City at 4,690, Toronto at 3,440, and Los Angeles at 3,000. Chicago has 2.6 million more urbanized residents than Hong Kong but occupies nearly ten times the urban footprint, and consumes 30% more land than Toronto despite a near-identical population.
This is the empirical fingerprint of a dense central core surrounded by an extensive horizontal grid of low-rise neighborhoods. The vertical-density gap is the structural market opportunity for A/E/C firms positioning to win work over the next 10–15 years. CVU’s Vertical Urbanism Index records the agglomeration’s projected build-out date as 2030, meaning the era of greenfield perimeter expansion is likely soon to be over and future floor-area growth must come from densification, replacement, and adaptive reuse rather than annexation. Urban greenness has risen materially from 0.328 (1985) to 0.419 (2025) on the GHSL’s normalized-greenness index, with an average urban canopy height of 15.1 meters, a useful “green” baseline for sustainability-credentialed design.
Emissions Trajectory
Total CO₂ emissions for the Chicago agglomeration have fallen 56% from their 1975 peak of 68.1 million metric tons (t) to 29.9 million t in 2022, one of the most aggressive structural decarbonization slopes of any major post-industrial city. The trajectory shows three legible phases: a steep 1975–1990 decline (deindustrialization), a gentler but consistent 1990–2020 trend (Clean Air Act enforcement, coal-plant retirements, vehicle-emissions tightening), and a roughly 11% rebound in 2022 to 29.9 million t, which was the first material upward inflection in five decades, mirroring post-pandemic activity recovery.
On a per-capita basis, Chicago’s 5.5 t CO₂/person (2022) sits in the middle of its peer set: above New York (4.2 t), Los Angeles (4.6 t), Singapore (4.8 t) and Tokyo (3.2 t), but below Toronto (6.5 t). London (2.0 t) and Hong Kong (1.4 t) lead among peer global cities, combining dense urban form with higher-order transit and substantially less car dependence.
In 2022, Industrial activity remained the single largest CO₂ source at ~38.7%, followed by Residential at ~28.3%, Transport at ~25.9%, and Energy generation at ~7.1%. The collapse of the power-sector contribution—Illinois has retired most of its coal capacity—means further decarbonization now depends on building electrification, process-industry conversion, and freight modal shift. Heat-pump retrofits, all-electric mid-rises, and embodied-carbon-conscious materials selection will become standard scope within the next decade. Climate projections reinforce the urgency: average annual temperature has risen from 8.75 °C (1970) to 10.84 °C (2010), and the RCP 8.5 projection for 2030 is 11.99 °C, a +3.2 °C shift across the lifecycle of a single 50-year building, which itself already exceeds the average age of demolition for tall buildings (41.2 years).
Air Quality
Annual mean PM2.5 concentration in the Chicago agglomeration was 7.8 µg/m³ in 2020, down from 15.5 µg/m³ in 2000 and 11.3 µg/m³ in 2010, a ~50% reduction over two decades, reflecting the cumulative effect of policy change, coal-plant retirements, and tighter emissions standards.
Compared to global peers, Chicago is in the cleaner half of the tall-building market: Toronto sits at 6.1 µg/m³ and New York at 7.1, while Los Angeles (12.8), Singapore (12.8), Hong Kong (15.7) and Tokyo (17.5) run materially higher. Chicago is, however, still roughly 1.6× the WHO 2021 annual-mean guideline of 5 µg/m³, meaning ambient air quality remains a measurable health burden despite the strong trend line.
With Industrial and Residential emissions now the dominant remaining sources, the A/E/C role concentrates around boiler-to-heat-pump conversion and industrial process electrification. Design narratives that lean on indoor air quality, MERV-13+ filtration, and operable-window-friendly façades have a credible market runway, and Chicago projects are now positioned on the right side of the air-quality threshold for marketing, although they still need ~36% further reduction to meet WHO targets cleanly.
Economic Growth
The Chicago agglomeration generated approximately US$660 billion in real GDP in 2020 (chained 2017 USD), up from an estimated $390 billion in 1990, a cumulative real expansion of roughly 69% across three decades (1.8% annualized). The series is on a slower trajectory than the U.S. average over the same period: from 2001 through 2020, Chicago grew just 0.95% per year in real terms versus a national average closer to 1.8%. The trajectory shows three distinct phases: strong 1990s expansion ($390B → $547B, +40% across the decade) driven by financial services, derivatives, and the corporate base; a 2005–2010 stall and contraction with a clear 5.8% peak-to-trough fall during the 2008–2009 Great Recession ($620B → $584B); and a moderate 2010–2019 recovery ($595B → $698B, +17%) cut short by a 5.4% pandemic-year contraction ($698B → $660B in 2020). Per-capita real GDP sat at roughly $70,000 in 2020 chained 2017 USD, or about $95,000 per resident in current-dollar terms, a level that puts Chicago in the productive middle of U.S. metros: well ahead of the U.S. average, but trailing San Francisco ($170k), Seattle ($120k), New York ($110k), and Boston ($110k) on the productivity curve. With population essentially flat, almost all growth has come from productivity rather than population, which favors premium-segment office, hotel, and residential development and works against volume residential and entry-level retail.
The Q1 2026 macro picture sharpens this story. Downtown office vacancy hit an all-time high of 28.6% in Q1 2026, up from 28.2% at the end of 2025 and 13.8% pre-pandemic—the fifteenth consecutive quarterly record. Leasing has not collapsed (signings and tenant expansions have actually firmed) but tenant flight-to-quality has hollowed out Class B and C product. By contrast, the multifamily side is structurally strong: downtown Class A high-rise occupancy is 95.9% with only ~1.6% of inventory under construction, and Chicago’s overall apartment vacancy of 5.0% is among the lowest of any major U.S. metro, 350 basis points below the U.S. average. The implication for A/E/C firms has sharpened: office work is now overwhelmingly repositioning and conversion work, not new construction, while residential high-rise is supply-starved and primed for the next development cycle.

The agglomeration’s Human Development Index has progressed steadily from 0.876 (1990) → 0.896 (2000) → 0.918 (2010) → 0.926 (2020), placing Chicago firmly in the “Very High Human Development” band (HDI ≥ 0.800) throughout the entire observed window. The 5-point gain across thirty years is characteristic of developed-economy compression toward the HDI ceiling rather than transformational mobility.
In peer comparison, Chicago (0.926) sits close to Los Angeles (0.918) and Toronto (0.938), and trails London (0.965). For A/E/C market positioning, this matters less as a demand signal than as a workforce-availability signal. Chicago’s HDI trajectory implies a deep, mature professional and skilled-trade labour pool, which is useful for firms that need to staff large project teams locally without parachuting in talent from out-of-market offices.
Hazard Profile
Chicago’s hazard profile is structurally one of the most stable in the global tall-building market. The Vertical Urbanism Index database records 34 climate-related events (2015 reference period) and 653 conflict-related events (2020 reference, a category that includes urban unrest and major crime incidents rather than armed conflict). Critically—perhaps obviously—the database records no measurable risk score for flood, earthquake, or tropical cyclone. Chicago sits outside the western U.S. seismic belt, outside the Atlantic and Gulf hurricane corridors, and benefits from comparatively well-managed Great Lakes / Chicago River flood infrastructure.
The climate-physical risks that do matter include increasing heat (already +2.1 °C from the 1970 baseline, projected to add another ~1.2 °C by 2030), freeze-thaw envelope degradation, lakefront erosion, and combined-sewer-overflow events under more intense precipitation. These risks are gradual and insurable rather than catastrophic, the kind that drive scope upgrades (resilient envelopes, redundant power, blue/green roofs) rather than sudden project cancellations. Conflict-event exposure continues to show up in insurance pricing and security spec rather than in capital-allocation decisions.
For A/E/C firms positioning to win more work in Chicago, the implication is a competitive hedge: the city offers an unusually low-volatility risk environment relative to coastal peers (NYC / flood, LA / seismic, Miami / hurricane and sea-level rise), and that stability is a structural advantage for institutional capital pricing long-hold residential and mixed-use assets. It should be incorporated explicitly into RFP responses for cross-market portfolios.
Project Team Analysis
Developer Landscape
Of 236 distinct developers credited across 426 attributed buildings in the Chicago agglomeration, the top firm—Magellan Development Group, with 22 buildings or roughly 5% of attributed stock—operates as the area’s lead residential master-developer for tall buildings, anchored by the 28-acre Lakeshore East project. The top seven developers (Magellan, The John Buck Company, Onni Group, Sterling Bay, Fifield Realty, JDL Development, and Related Midwest) collectively account for approximately 24% of attributed stock, meaning the market is broad and only moderately concentrated. Chicago is much closer in shape to Toronto than to Singapore or Vancouver, where one or two firms dominate.
The current pipeline rewrites the league table. Onni Group and Sterling Bay each have 7 proposed or under-construction towers; Shapack Partners and JDL each have 5; Magnetar Capital and CMK Companies each have 4. Magellan, despite leading on completed stock, is in partner-replenishment mode rather than originating new towers; its South Korean joint-venture stake at 193 N. Columbus is currently being marketed, opening the door for a new capital partner on the tower planned there.
Sterling Bay’s pipeline volume should also be weighted against credit stress: its Lincoln Yards 8-story life-sciences toweris fully vacant in 2026, Bank OZK debt is being shopped below par, and 345 N. Morgan is on the block as a ~$70 M construction loan approaches maturity in August 2026. Sterling Bay opportunities should be priced with credit-cycle awareness, and A/E/C firms with leverage in renegotiated terms or back-end fee structures will be advantaged.
Cross-border and extra-regional capital is meaningful: Onni Group (Vancouver), Lendlease (Australian/global), and Related Midwest (NYC-headquartered) all sit in the top developer set, and Related Midwest is currently delivering the headline 400 Lake Shore Drive project on the former Chicago Spire site. The SOM-designed 259.3-meter building topped out in April 2026 and is on track for early-2027 delivery with 635 rental residences (20% affordable) and 1.8 hectares of new public space. Firms with multi-market track records will continue to enjoy a relative advantage in pursuit of new towers from cross-border developers, where local incumbency is weaker than it is around firms like Magellan or JDL.

Architectural Presence
Architecture is the most heavily attributed category in the dataset, with 665 of 675 tall buildings credited to a named architect and 196 firms competing. The top two firms (Solomon Cordwell Buenz with 72 buildings and SOM with 53) capture nearly 19% of all attributions, materially more concentrated than the developer side. SCB has built its dominance on high-rise residential; SOM remains the supertall and signature-tower specialist (Willis, Trump, 875 North Michigan, and now 400 Lake Shore). Behind them, Pappageorge Haymes (35), Hartshorne Plunkard (31), and Perkins+Will (24) round out the top five.
The market is dominated by Chicago-headquartered firms: eight of the top ten originated in the city. International or coastal firms enter primarily through Gensler (14), which functions as a corporate-tenant interior and large-floor-plate specialist rather than as a tall-building lead. The “Chicago School” lineage of tectonic, structurally-expressive towers, carried forward most visibly by SOM and Goettsch Partners, remains the defining design DNA of the market.
Recent-cycle volumes (completions since 2015 plus pipeline) shift the standings: Hartshorne Plunkard now leads with 25 buildings in that scope, followed by SCB (19), bKL Architecture (12), Goettsch Partners (9), Pappageorge Haymes (9), Gensler (8), and SOM (6). SCB’s historical dominance reflects three decades of high-rise residential work, but the post-2015 pipeline shows a more competitive mid-market in which mid-sized Chicago practices (Hartshorne Plunkard, bKL, Goettsch) are taking share. SOM remains the supertall specialist, but its pipeline volume is below its historical share, which may be a fingerprint of office’s decline as a new-build category.
The strategic read for architects: the Chicago market rewards local presence and developer-specific relationships more than signature design. Repeat-client share is high (Magellan-Loewenberg has 14 shared buildings; JDL-Hartshorne Plunkard has 12; Enterprise Companies-Pappageorge Haymes has 11), and the practical path to growth is vertical integration into a specific developer ecosystem rather than design-competition wins.
Structural Engineering
The structural engineering pool is the smallest and most concentrated of the four project-team categories, with just 88 firms across 404 attributed tall buildings, with the top five capturing 46% of those projects. CS Associates (44 buildings) and Thornton Tomasetti (42) lead, with SOM‘s in-house structural practice close behind at 41. Magnusson Klemencic Associates (32, Seattle-rooted but Chicago-active) and the Chicago-based Cohen-Barreto-Marchertas (26) complete the top five.
Concentration reflects the technical specialization required for outrigger, buttressed-core, and tuned-mass-damper systems on supertalls (SOM, Magnusson Klemencic, Halvorson and Partners) and for the high-strength cast-in-place concrete that dominates Chicago’s typology (CS Associates, Cohen-Barreto-Marchertas, Halvorson). The presence of international Thornton Tomasetti alongside the Chicago-rooted specialists is the only meaningful global footprint in the structural tier.
The strategic read for structural engineers: the top-five share is high enough that a new entrant must compete on a specific technical or sectoral niche such as mass timber, performance-based wind design, embodied-carbon optimisation, seismic isolation for institutional buildings. The market does not historically support more than ~5 supertall-capable practices, and the next supertall in Chicago will almost certainly go to one of SOM, Magnusson Klemencic, Halvorson, or Thornton Tomasetti.
Contractor Analysis
Contractor concentration is the highest of the four project-team categories: 92 firms across 420 attributed buildings, with one firm—James McHugh Construction Co.—at 18.3% of the market alone, and the top five at 48% collectively. Power Construction (36 buildings), Walsh Construction (30), Adjustable Forms (29, the concrete self-perform sub-trade rather than a true GC), and Turner Construction (29) round out the top five.
McHugh’s dominance is one of the most durable single-firm market positions in any U.S. construction market. Its share is rooted in three structural advantages: specialization in the dominant Chicago structural typology (cast-in-place concrete residential), long-running developer relationships (16 shared buildings with SCB alone), and captive concrete-forming capacity through Adjustable Forms, effectively creating a vertically-integrated concrete trade. The next-tier firms such as Power, Walsh, and Turner are the practical competitive set, joined by national/global GCs (Lendlease, Clark Construction, Tishman) operating on the larger commercial and supertall sites.
The strategic read for contractors: McHugh’s position is hard to attack head-on. The competitive opening is in the office-conversion and adaptive-reuse niche, where the city’s LaSalle Reimagined initiative is channelling roughly $900mm of private investment, backed by $250–300mm of city incentives, into six major projects: 79 W. Monroe (Lagfin / R2 Cos., 117 units, delivering 2026), 30 N. LaSalle (partial city funding approved Q1 2026), and 135 S. LaSalle / the Field Building (Riverside / AmTrust / DL3, 386 units, ground-breaking Q1 2026, delivery Q2–Q3 2027). Conversion is a different trade-mix than new-build and leans heavier on MEP coordination, demolition, structural strengthening at floor-slab cut-throughs, and façade replacement, meaning McHugh’s concrete-forming advantage matters less. National GCs and adaptive-reuse-credentialed specialists have an opening here that they do not have on the residential-tower side.
Labor-cost context: Chicago union construction wages rose by $2.65 per hour in mid-2025, with average annual union construction earnings in the metro area at $98,100 as of April 2026.
