At the northern edge of Tirana’s historic center, ground has broken for the New Boulevard Tower, a 38-story residential building. Anchored by a public plaza that unites the city’s key urban axes—park, boulevard, and square—the high-rise is part of Tirana’s broader shift toward higher density and sustainable, pedestrian-focused urbanism.

Designed by Oppenheim Architecture’s local Tirana studio, the building features cast-in-place concrete with textures and pigments referencing the city’s architectural palette. Wraparound balconies offer expansive views, while the top floors are reserved for penthouses overlooking a future park.

Situated on the emerging Northern Boulevard, the project contributes to a city-wide strategy that prioritizes foot and cycle traffic in over 65 percent of the redesigned urban core. Rather than asserting visual dominance, the tower focuses on spatial integration, connecting residential density with public infrastructure and open space.

The ground-level plaza encourages informal gathering and movement, emphasizing everyday public life over formal programming. Environmental features such as green roofs, passive design, and energy-efficient systems align with Tirana’s ecological ambitions, reflecting a growing convergence between private development and public sustainability goals.
