Concept plans for a nine tower, major mixed-use precinct in Sydney’s Inner West have been shared. The proposed Leeds Street Masterplan Precinct would introduce high-rises ranging from 22 to 28 stories, delivering over 2,000 apartments, with the first 1,000 units expected by 2029.

Declared state significant by the Housing Delivery Authority, the 31,315 square meter site consolidates 14 lots near Leeds and Averill streets in the Sydney neighborhood of the City of Canada Bay. The development includes 16,000 square meters of public space—with sports fields, a foreshore beach, and an indoor pool—and 14,600 square meters of retail. Four basement levels across each stage will provide 2,973 parking spaces, and five percent of homes will be allocated as affordable housing.

The precinct sits within 800 meters of Rhodes Station and 200 meters from a planned ferry wharf, offering strong transport links. Stage 1 proposes the demolition of existing structures and construction of three towers up to 48 stories, comprising 915 apartments. A rezoning application accompanies the concept plan, seeking amendments to height limits, site areas, solar access, and building separation standards.

Challenges for the site include contaminated land from its industrial past as a power station, aging seawall infrastructure, and the need for significant engineering and civic upgrades. Still, the development represents a key component of Rhodes’ urban renewal, contributing 20 percent of the 5,000 new homes Canada Bay is tasked with delivering by 2029 under the National Housing Accord.
