Previously abandoned, an apartment project in South Perth has been revived with a revised design and reduced scope. The new proposal, submitted to the City of South Perth, outlines a 23-story, AUD$120 million mixed-use tower at 31 Labouchere Road. This is scaling back from the original design of a 38-story building.

Originally approved in 2019 as a AUD$165 million 38-story project at the address of 28 Lyall Street, the development was shelved in 2022 due to a 30 percent rise in construction costs over nine months. The revived plans feature 102 apartments, with unit sizes ranging from 53 square meters for one-bedroom units to 169 square meters for premium penthouses. Two-bedroom apartments will range from 101 to 126 square meters, some including study spaces.

The development will also incorporate retail spaces, medical suites, and residential amenities such as a wellness center, cinema, dining areas, and gardens. Parking provisions include 21 non-residential bays, 15 visitor spaces, three accessible bays, 11 motorcycle spots, and seven electric vehicle charging stations. The project is designed for over-55 downsizers, with shared spaces and organized social activities promoting community living.

Situated within walking distance of the Swan River foreshore, Mends Street retail precinct, Perth Zoo, and Elizabeth Quay ferry terminal, the project adheres to Gold-Platinum Liveable Housing Design Guidelines for accessibility and futureproofing. Construction could begin in March 2026, with completion targeted for July 2026, pending city approval.

Sirona Urban, which gained full control of the project after acquiring its partner SingHaiYi’s stake, is also progressing with a separate 200 million USD mixed-use development in Cottesloe, featuring two towers of 15 and 17 stories, a 128-key five-star hotel, 125 apartments, and commercial space.
