The Dubai Municipality has launched an artificial intelligence-powered building permit system designed to reduce approval times from days to minutes and automate portions of the emirate’s development review process. The system will use AI to review submitted drawings and documentation against the Dubai Building Code and other technical and engineering requirements. For qualifying applications, permits could be issued automatically without human review.
The system will be implemented over 26 weeks in three phases. Development and multidisciplinary testing of the AI agent will be followed after the initial pilot program involving selected engineering consultancy firms. The final phase will integrate the technology into the Build in Dubai platform for villa permit applications submitted by engineering consultancies across the emirate.
Applicants will be able to conduct design checks before formally submitting an application, allowing potential compliance issues to be identified earlier and providing immediate feedback. Manual review will be reserved primarily for exceptional or more complex cases, enabling technical teams to focus their attention where additional expertise is required.
The rollout will focus on private and investment villas. An AI agent will assess plot planning requirements, architectural designs, mechanical, electrical and plumbing (MEP) systems, structural safety, and building stability. The platform will also cross-check information between drawings and supporting documents and automatically generate building card information.
The initiative represents another step toward digitizing building regulation in Dubai, applying AI to both accelerate approvals and improve consistency in how design and engineering requirements are evaluated.
