PNB Holdings Corp. (PHC), a member of the Lucio Tan Group, is planning for a 54-story, 280-
meter mixed-use high-rise on an 8,000-square-meter parking lot in the Makati central business district, along Buendia Avenue. If completed at that height it would be among the tallest buildings in the Philippines.

The long-underutilized property is being evaluated for a development combining Grade A office space, residential buildings, a hotel, and retail and commercial facilities. The proposal follows a recent zoning change that increased the site’s allowable floor area ratio (FAR) from 16 to 34, more than doubling its potential development capacity. PHC plans to resubmit its regulatory applications to reflect the revised density allowance.

“We are aiming to become the tallest in the country,” said PHC Chief Financial Officer Ponciano S. Carreon Jr., describing the project’s potential to establish a new architectural landmark at the gateway between Makati and Bonifacio Global City in Taguig. Its location and unobstructed views are expected to be central to the proposed development’s design and positioning.

The project remains in the planning stage, with PHC indicating that construction will depend on improved real estate market conditions. Although preliminary plans and regulatory filings have been prepared, the developer has not announced a final building height, design, or construction schedule.

The proposal reflects the potential for further vertical densification in Metro Manila’s established commercial districts as planning regulations accommodate greater development intensity. PHC is also evaluating opportunities across its wider property portfolio, including a 10-hectare site along Macapagal Boulevard in Pasay City, where the PNB Financial Center is located.

The plan arrives as the country’s largest lenders race to add modern office skyscrapers.
