RUA AlHaram AlMakki, a Public Investment Fund (PIF) company and master developer of King Salman Gate in Mecca (also known as Makkah), has signed a cooperation agreement with Malaysian Resources Corporation Berhad (MRCB) to study a major transit-oriented mixed-use development valued at an estimated SAR21 billion (US$5.6 billion).

Signed in Kuala Lumpur, the agreement will explore the development of a public bus station integrated with residential, commercial, retail, and other uses within the King Salman Gate master plan. The proposal is intended to connect transportation infrastructure with higher-density urban development while improving movement and accessibility for the millions of pilgrims and visitors traveling through Mecca.

The collaboration will draw on MRCB’s experience with transit-oriented development, including KL Sentral, Kuala Lumpur’s major integrated transportation hub. The two companies will study how transportation networks and supporting services can be coordinated with development around the station, as well as potential frameworks for financing, phasing, and delivering the project.

The agreement forms part of the broader development of King Salman Gate, with RUA AlHaram AlMakki seeking international investment and development partners for the project. The proposed transit-oriented district is also aligned with Saudi Vision 2030 objectives to increase Mecca’s capacity and improve the experience of pilgrims and visitors while responding to the city’s cultural and historic context.

The project remains at the study stage and is subject to due diligence, financing, regulatory approvals, the determination of implementation phases, and final agreements between the parties.
