Cando Apartments and Flagship Development Group have submitted a proposal for a major multi-building rental development at the southwest corner of Kennedy Road and Sheppard Avenue East in Scarborough’s Agincourt neighbourhood. The plan includes four new high-rises—rising 17, 31, 44, and 49 stories—designed by ZO1 and supported by a range of planning applications filed by Bousfields. A 17-story rental building currently on-site would be retained, while a 13-story building fronting Sheppard would be demolished.

The 1.9-hectare site, located within the Agincourt GO Major Transit Station Area and near the potential Sheppard Line 4 Subway Extension, would be transformed into four development blocks shaped by a new public street, a private driveway, and two new public parks totaling 1,750 square meters. The tallest towers would front Sheppard Avenue, stepping down toward the low-rise neighbourhood to the south.

The proposal includes 1,339 purpose-built rental units of which 154 would replace those lost through demolition, and covering  118,378 square meters of Gross Floor Area. Retail space would be limited to 718 square meters along Sheppard. The phased development would include a two-level underground garage with 587 parking spaces and 1,012 bicycle spots. Indoor and outdoor amenities would span more than 3,500 square meters, with each building equipped with three to five elevators.

Located just a 10-minute walk from Agincourt GO Station and well served by TTC bus routes, the development stands to benefit from future transit investments. It also joins a growing wave of high-rise proposals in the area, including nearby towers at Cowdray Court, 2075 Kennedy, and the massive Agincourt Mall redevelopment to the north.
