The city of São Paulo has launched a new urban redevelopment initiative aimed at encouraging high-rise residential growth in its downtown core, signaling a broader shift toward denser, mixed-use urban development models.

 

Known as the “Reencontro” program, the initiative combines tax exemptions and zoning reforms intended to accelerate residential construction and adaptive reuse projects in underutilized commercial districts. Officials hope the strategy will help transform parts of central São Paulo into more active mixed-use neighborhoods with a stronger residential presence and a more continuous “24-hour” urban economy.

The reforms come as cities globally continue to reconsider traditional business districts shaped around daytime office activity. By encouraging more people to live within the urban core, São Paulo aims to reduce outward sprawl, better utilize existing infrastructure, and strengthen local retail and public life.

The initiative also reflects a wider international movement toward “compact city” planning strategies that prioritize density, walkability, transit access, and mixed-use development patterns For institutional investors, the policy changes signal a potentially significant shift in Brazil’s urban development landscape.
