Vancouver City Council has approved a major municipally led rental housing development at 1405 Main Street and 1510 Quebec Street, advancing the City’s second market rental project spearheaded by the Vancouver Housing Development Office (VHDO). The rezoning passed in a 6–2 vote.

Located at the southwest corner of Main Street and Quebec Street—immediately south of SkyTrain’s Main Street–Science World Station and east of Science World—the project will replace an existing surface parking lot with a high-density, transit-oriented residential complex.

The proposal includes two high-rises of 42 and 45 floors, reaching approximately 425 feet (130 meters) and connected by a six-story podium. The development will deliver 780 purpose-built market rental homes, comprising studios, one-, two-, and three-bedroom units. Approximately 13,500 square feet (1,254 square meters) of ground-floor retail and restaurant space will activate the street frontage, while two levels of underground parking will support the 669,000 square foot (62,152 square meter) complex.

The approval reflects Vancouver’s ongoing strategy to leverage City-owned land to deliver large-scale rental housing near rapid transit. Council debate echoed recent discussions surrounding another VHDO-led rental development approved earlier this month on Burrard and Pacific Streets, signaling continued momentum behind municipally driven vertical housing projects.

Together, these approvals reinforce a broader shift toward transit-oriented, high-rise rental development as a key component of Vancouver’s urban growth strategy.
