Kazım Gökhan Elgin

About

He was born in 1975 in Elazığ, where he also completed his primary and secondary education. He graduated from the Civil Engineering Department of Middle East Technical University in 1998. He completed his Master’s Degree in Business Administration at Gazi University. He is currently pursuing his doctoral studies in Business Administration at Gebze Institute of Tehnology. He has an excellent command of English.

Between 1998 and 2000, he worked as a civil engineer for a foreign company on a World Bank financed Project that prepared seismic strenghtening projects for 57 hospitals of the Ministry of Health. Subsequently, he served as a coordinator at the Prime Ministry Project Implementation Unit, which carried out the Marmara Earthquake Rehabilitation Projects. He played an active role in the preparation and financing of the Istanbul Seismic Risk Mitigation and Emergency Preparedness Project (ISMEP), aiming to make Istanbul better prepared and more resilient against potential earthquakes.

In 2006, he assumed the role of Founding Director of the Istanbul Project Coordination Unit (IPKB). Within the scope of IPKB, he successfully led the reinforcement of 1.179 public buildings and the reconstruction of 463 public facilities across 39 districts of Istanbul.

He is the President of ELFED, Founding Director of the Istanbul Project Coordination Unit of the Governorship of Istanbul, and a Member of the Board of Trustees of the Permaturk Foundation.

He has participated as a speaker in various international organizations and media platforms such as CNN and The New York Times. Notably, he delivered a speech at the United Nations General Assembly on April 12, 2012.

As of March 1, 2024, he has been serving as the Executive Director of the Construction and Procurement Department at the Central Bank of the Republic of TĂĽrkiye.
