Leigh is a partner and planner at Urban Strategies Inc. a planning, urban design and engagement consultancy based in Toronto with offices in Vancouver and Hamilton.
Leigh approaches her planning practice from a systems lens, understanding the interconnectedness of the various stakeholders and interests that are inherently involved at all levels of city-building. Drawn to complex planning matters where problem solving and collaborative solutions are required for success, Leigh has a solution-oriented mindset and understands how to define issues and opportunities and find common ground among stakeholders.

Leigh’s expertise extends over a large breadth of planning projects where she helps clients with a range of initiatives that revolve around understanding land and its potential including: understanding the regulatory framework and development potential of a site; developing plans and making municipal development applications to achieve land use and zoning changes; realizing institutional objectives through change in the physical setting; and master planning exercises where complex issues and objectives of the public and private sectors must be successfully balanced.
Leigh’s notable project expertise includes complex master planning and development approval processes for high density predominantly tall building development sites in the City of Toronto including Sherway Gardens Mall and Fairview Mall as well as infill sites in Midtown Toronto, King-Spadina and Summerhill and plans for suburban evolution at the Colossus Centre in Vaughan.
